The Milliner was a man who made clothes for gentlemen. He was basically a tailor. A gentleman would purchase all the material and accessories needed to make a suit and then bring it to the milliner to have it made. There were no sewing machines back then. All stitching was done by hand. A skilled milliner made very neat even stitches and could make very fine clothes. The milliners shop here also has a dress maker for the ladies.

In the milliner shop you would have your clothes made. You would have your clothes tailor made. You would buy everything you wanted for the clothes. The material, thread, buttons, and anything else needed for your clothing. You didn't just buy things already made. if you were gentry.
