On December 15, 1821, the third anniversary of the birth of Gwinnett County, the Georgia Legislature chartered the city of Lawrenceville and named it the permanent county seat. The first permanent courthouse was built in Lawrenceville by Major George Grace of South Carolina for $4,000. At that time, the courthouse was made of wood and brick. The foundation for the Gwinnett Historic Courthouse was constructed in 1885 at a cost of $23,083. The clock tower was added in 1908 and enlarged on the Pike Street side in 1935. It is rumored that the Ku Klux Clan set fire to the original courthouse in 1871.

In 1978, the city again made national news when pornographer Larry Flynt was put on trial for obscenity charges. A sniper shot him and paralyzed him on Perry Street as he returned from lunch.
